- Evening
sessions with artificial lighting.
- The
Qualification Tournament will be preceded by the "Country
Quota Playoff" matches (with a single elimination format) to
determine the teams eligible to participate in the Main Draw
through the Qualification Tournament.
- The
Qualification Tournament (i.e. max. 64 teams at the
completion of the "Country Quota Playoff" matches) will
consist of a single elimination format.
- The Main
Draw will be based on the double elimination format.
- The winners
of the 2 semi-finals will play the finals for the 1st and
2nd place while the losers will play the finals for the 3rd
and 4th place.

- The 2004 Prize
Money will be paid by the FIVB to the athletes concerned at the end
of each month, 30 working days from the end of the last event during
that month.
- The FIVB Bonus Pool
will be paid to the athletes executing and delivering their full
commitment to the FIVB Rules and Regulations in two installments,
the deadline of which will be included into the 2004 Handbook.

PLAYERS’ ELIGIBILITY
Only players who sent in to the FIVB the required forms (WT/01,
WT/01Women, WT/07 and WT/08) and in good standing with the FIVB will be
considered eligible to take part into the 2004 Swatch-FIVB events.
ENTRY (FIVB WEB SITE)
The FIVB will confirm the list of entries to the organizers of the
event, with the Main Draw and Qualifications teams as per the Entry
Points - 13 days before the start of the event on its web site.
Entry Points are the sum of individual ranking points based on the best
4 out of the last 5 FIVB Open, Grand Slam, and World Championships
participations within the last 365 days.
FORFEIT
Each National Federation is responsible to inform immediately both
the FIVB and the Organizers in case of forfeit of an enrolled team
through the WT/03 form.
PRELIMINARY INQUIRY &
TECHNICAL MEETING (FIVB WEB SITE)
Athletes must attend the Preliminary Inquiry and present their official
forms WT/07 and WT/08 (players' commitment, health certificate, and bank
information), if not already previously provided to the FIVB
(compulsory).
Athletes' attendance at the technical meeting is mandatory. If required,
a drawing of lots will be made during the meeting; match-up seeding and
additional detailed information on the competition will be distributed.
Athletes may be requested to provide their ID card or passport during
the Technical Meeting.
UNIFORMS AND
ACCESSORIES
If required by the FIVB Technical Supervisor, uniforms will be
checked during the Preliminary Inquiry. Athletes of the same team must
wear the same color and style of shorts. The display of the individual
players' sponsors' logos on shorts and accessories must comply with the
FIVB advertising regulations. While shirts/tank tops will be provided by
the organizers to the athletes, uniforms will also be provided by the
organizers to officials and organizing staff.
SEEDING
In the Qualification Tournament (Grand Slam and Open Events), teams
will be seeded as per the players' 365 day FIVB World Ranking points on
the day before the event (Technical Meeting).
In the Main Draw all teams will be seeded as per the players' most
recent Main Draw finish (best 4 out of 5 last finishes) over the last 12
months in FIVB World Tour events on the day before the start of the
event (Technical Meeting).
RULES OF THE GAME &
OFFICIAL BALL
Playing system
- Rally Point System 2 out of 3 sets as follows:
a) First and second sets
- 21 Points
- switch every 7 points
- one technical time-out of 30" at third court switch (sum of 21 points)
- one time-out of 30" per team/set
b) Third eventual set
- 15 points
- switch every 5 points
- one time-out per team
All sets win by 2 points
Intervals between sets to be of 1 minute
Official Ball: MIKASA VLS-200 (67 cm +1/-1)
The FIVB Official Beach Volleyball Rules approved by the FIVB Board of
Administration are included in the Beach Volleyball Referee Guidelines
and posted on the FIVB Web site at

WELCOME & LOCAL
TRANSPORTATION
Organisers will welcome the Qualification Tournament and Main Draw
players at the Rhodes International Airport “DIAGORAS” and will take
care of their local transportation from the Airport to the hotel,
provided that the teams will send their detailed travel itinerary
(flight and arrival time) until Friday May 14th to the following Fax #:
+30.210.9236292 (Hellenic Volleyball Federation / Event Office) Local
transportation for any other persons, like coaches, guests, or family
members are not under the responsibility of the promoter.
BOARD & LODGING
Qualification Tournament teams will be responsible for their own
expenses including, but not limited to, airfare, visa, hotel, food and
miscellaneous expenses The organizer will provide the Main Draw teams
(including the women’s athletes proceeding from the Qualification
Tournament into the Main Draw) with hotel accommodation (double room) in
the organizer's designated Hotel and with meals from the evening of
Thursday 20 May, to breakfast on Monday 24 May 2004.
Athletes will be personally responsible for all extras at the hotel such
as minibar, phone calls, laundry, etc. to be paid upon checkout.
The organizers will not be required to make reservations for coaches,
teams physiotherapists, friends, and family members accompanying the
participating athlete.
TRANSPORTATION
Athletes (or/and their National Federations) will be responsible for
their own international and domestic airfare and for any airport taxes
or visa expenses.
Athletes (or their National Federations) will be requested to apply
early enough for their entry visas, whenever needed.

ACCREDITATION
Organizers will provide all Organizing Committee members, FIVB
Officials, referees, athletes, VIP's, journalists, technical staff,
court personnel, volunteers, etc. with an official accreditation card
and will ensure that only people with appropriate accreditation will
access the designated venue areas. Organizers are also requested to
provide accreditation cards for one coach and one physiotherapist per
team (exclusively if the individual concerned is enlisted on the FIVB
Web site).
WITHDRAWAL /
SANCTIONS
Withdrawal and/or disbanding of teams/athletes entered in the Main
Draw is not allowed (once the confirmed list is issued), unless in a
case of "force majeure" or player’s injury. In such cases, a Medical
Certificate or a declaration of good faith must be provided to the FIVB
before the start of the Technical Meeting. Athletes in the Main Draw may
be replaced by any team member for reasons of "force majeure", for a
30-day period (keeping its Main Draw status) only once during the
season, and for one tournament only. In case of withdrawal and/or
disbanding of teams/athletes entered in the Main Draw without any
Medical Certificate or declaration of good faith, the FIVB will then
apply a US$ 3,000 fine, as specified in the Handbook.
Withdrawal and/or disbanding of teams/athletes entered in the
Qualification Tournament is not allowed (once the confirmed list is
issued), unless in case of "force majeure" or player’s injury. In such
cases, a Medical Certificate or a declaration of good faith must be
provided to the FIVB before the start of the Technical Meeting.
In case of withdrawal and/or disbanding of teams/athletes entered in the
Qualification Tournament without any Medical Certificate or declaration
of good faith, the FIVB will then apply a US$ 500 fine, as specified in
the Handbook.
Athletes who have not communicated their travel itineraries to the
organizers and who arrive late for the Technical Meeting (i.e after the
seeding is made) will be excluded from the event by the FIVB Technical
Supervisor for "no show" or fined.
Athletes failing to attend the Technical Meeting and who have not sent
the appropriate "force majeure" documents before the start of the event
concerned will be sanctioned by the FIVB. No changes between the teams
enrolled in the Qualification and Main Draw Tournaments will be made
after the beginning of the Technical Meeting of the Qualification
Tournament.
The FIVB Web site will be updated after every withdrawal and
substitution of players approved by the FIVB.
Notification for last minute withdrawals (i.e. on the day of a Technical
Meeting) must be sent to the FIVB Beach Volleyball Department (+ 41 21
345 35 48) as well as to the organizers of the event and the FIVB
Technical Supervisor at the venue
office.
INSURANCE
Athletes must have their own liability and medical insurances. The
FIVB, the Organizer/Promoter and the hosting National Federations will
not be responsible for any medical expenses incurred while competing in
a tournament.
MEDICAL CONTROLS
The FIVB reserves the right to perform random medical controls, as
per FIVB rules and regulations.
